Distance Education Council


DEC's assets and liabilities, regular manpower and official records would be transferred to the UGC on as is where is basis in order to "ensure smooth transition and carrying on of uninterrupted functioning of the regulation of the ODL programmes/recognition process in the country." Entire regular manpower of the DEC as on May 4, 2013, except temporary, contractual and ad hoc, has been taken over by the UGC on "deemed deputation" basis.


 ODE in the country has come a long way during the last thirty years and presently accounts for more than 20% of total enrolments in higher education.
With the increasing cost of infrastructure and non-availability of competent and qualified faculty, if India has to achieve gross enrolment ratio (GER) of 30% by 2020, it can only be through ODE. It is therefore imperative that steps are taken to enhance quality of ODE in the country and win the trust of the people so that students come to ODE not by compulsion but by choice
